ive got them set to wear over clothing and partial matches but I still have some of them running around with nothing on, not even the cloth stuff im making for trade and to replace wear and tear. do they just enjoy the feel of the breeze? do I have a setting wrong? I haven't played with burrows or stockpile flow or anything like that so im a little stumped.

Usually they try to equip their uniform (civilian or military) as soon they are done with their current job (if you have the default 'wear uniform while inactive' setting). As they are not, it is the uniform settings, conflicts within the uniform's items, or pathing to the uniform items.

The settings in the u'n'iforms screen and the settings in the 'e'quip screen are separate. This means, if you assign a uniform to a squad and then change the uniform settings in the u'n'iforms screen, the squad settings have not changed. From what you describe, the easiest solution might be to review and then reassign the uniform to the entire squad ('m' 'e' U' 'Shift+Enter'). Try that, since it may solve it (it doesn't sound like conflicts if they are wearing nothing over some areas, and uniform reassignment will solve previous pathing issues).
