Why aren't I getting a Baron?

In acouple games recently, i've got a big fortress, atleast city, I have well over the wiki listed requirements and liaisons come and go but the baron choice, is doesn't come up.
 is there some new requirement or trick that hasnt made it on to the wiki yet?

Did you already inherit a king title? I think that might prevent it.

Im qualified but I haven't done it as I wanted a local noble first.

well... On the same day you posted this a new release came out reworking barons, so I must assume you are talking... 44.10? There were a few bugs regarding nobles in that version, but I dont think this was one of them. It *should* work in 44.11, but differently of course...

I almost always have problems with nobles not showing up. I'm at like 70 dwarves and I haven't had any barony offer. The wiki mentions a bug where you don't get upgraded to a barony unless you separate your expedition leader and the outpost liason until the caravan has left. Consider locking your leader in their room until the caravan leaves, then opening it up so they can have a meeting.

I've got the opposite problem. In my first 44.11 fort the liaison already offered barony during the first year's autumn. The fort isn't really ready for noble accommodations yet; the new baron will have to settle for bunking with commoners for a while...

My Monarch moved into my Necromancer Fortress before I ever got a Baron. Quite confusing, but thank God I have fewer nobles to deal with.

In my 44.10 fort, the original queen died before she could visit my fort. Then one of my dwarves appointed herself queen. Then she died of alcohol poisioning. Since then, some other dwarf far away has claimed the crown and hasn't decided to move.

I've never had any other nobles, besides the mayor who occasionally orders himself to make buckets. It has been wonderful.
