Only by killing themselves in the Reactor. Doing so will force them to wait to respawn. Thanik just timed it well. He still missed out on a turn of income and no longer has an Obediance Collar.

it builds up until the Matter chooses to spend it on activating a turret/killbot, or locks a door.

By default, it costs one action, but you can spend more actions to out compete others if multiple people try and grab the same item.
