What does "Next 0.75/action" mean? Also I am currently leaning towards something like:
Gather wood with automaton
Gather food x4
Expand Housing
Innovate - Telescopic Lenses
Send expedition - steam launch
Send expedition - forest

The amount of resources you get is reduced to that. So, at 0.75 you need 2 qctions for 1 resource, 3 action for 2 resources, 4 actions for 3.

I do think we should welcome the tribe in. Besides being 'the right thing to do', they're also an untapped source of local knowledge and additional manpower if we can manage to convince them to integrate.

If you want to do that you might want to make a plan to do that (note: welcoming them as guests costs 1 food, making it unlikely that we can afford to undertake expeditions that cost food). Looking at my plan I seem to have forgotten our free gathering action so:
Gather wood x1+automaton
Gather food x4
Expand housing
Innovate - telescopic lenses
Send expedition- forest
Tribes - welcome into range of generator
This should fit within both our action and resource economy but I would like it if someone else could check it.

This is much like RulerOfNothing's plan, but instead welcoming the tribe fully and changing the expedition destination to the steam launch to pick up its irreplaceable steam core - it will likely be washed away with the coming storm, while the forest's resources (mostly food, it sounds like) will probably be more intact.

I would ask why fire can burn two men to death without getting hot enough to burn a book, but then I read "INEXTINGUISHABLE RUNNING KAMIKAZE RADIOACTIVE FLAMING ZOMBIE" and realized that logic, reason, and physics are all occupied with crying in the corner right now.
