Starting next turn the Space Dwarfs will go into decline and basically revert to pre space flight. At that point Piratjoes Empire will get in.
However you can still potentially meet and uplift/tradewith/destroy them if you get to that part of the galaxy

I'd like to be in the northern part of the galaxy, north east or west....If I can make such requests, anyway.
