Current Turn Concerns> Somehow my Capital keeps depleting its urban population >_< Perhaps this is intended but it's a far cry from my earlier starts where the urban population out-populated the rural ones and had to buy their everything, even when many many many provinces around had migration points set for happiness. How does migration work?
