how to prevent from exposing when assuming an identity?

I find that sometimes the soldiers will recognize my cover and begin a lethal fight with me (if no cover, then it's No Quarter), and civilians won't recognize at tall.
but sometimes soldiers won't recognize at all.

what's the condition of assuming ID exposing?
