I assume you made the changes before generating the world?
(And if you want more dwarflets you might want to change MULTIPLE_LITTER_RARE as well).

Did you edit the raws or the save raws?

Editing save raws may be counterproductive too, as a lot of raw changes aren't properly retroactive.

I'm pretty sure editing the save's raws will work in this case, but very likely would only affect new dwarves.  Once a dwarf's preferences are generated, they're probably saved permanently.

If that's the case it might only affect newborns or a subset of migrants.  Any migrant that's a historical figure might already have their preferences saved too, so only unimportant migrants drawn from the general population and generated on the spot would be affected.
