How long does it take to get a mayor?

So I passed 50 population one and a half dwarf year ago. Two dwarf caravans came and went.
Still, no mayor.

How long does it normally take for a mayor to come into play after hitting 50 population?
Do all 50 need to be adult, full citizens, or do semi-permanent residents and children count as well? If semi-'s don't count, I am still below 50, but they do count towards population in the z screen.

Mayors are elected during summer (someone, probably Quietust, posted the exact date in a post recently), so you probably have to wait until then.
Children and naturalized citizens are counted, but I don't know about residents.

My expedition leader / duke just got eleced mayor in early autumn.
