If i build a tavern, there will be visitors coming in. Some of them will have experience in combat and bring in their own armaments. Can they fend off sieges if they happen to be there when the sieges happen?

Asking this question because i'm curious and want to know.

Yes, they can; a tavern full of visiting mercenaries can be an integral part of fortress defence.

Once I had a zombie siege visit during the first spring. When they just wouldn't bugger off after a year, I finally in desperation designated an open air tavern over the area they were milling around. Incoming visitors gradually whittled the horde down so I could resume normal fort building.

Mercenaries attack siegers when they arrive or leave (my taverns are inside the fortress, so they won't see the invaders at other times), while goblins leave civilians alone (usually: they sometimes get killed too). Thus, if you have a lot of military types in your tavern they will fight, but the civilians will not, unless attacked.
I don't know how the spies will react: according to their actual profession or according to their cover.

I had a thief break into a tavern full of mercenaries and a travelling dance troupe once. What followed was reminiscent of one of those old western bar fights.
