Under what conditions (outside/inside, light/dark, above ground/subterranean) does water freeze?

Would constructing an overhang over my waterfall keep it from freezing?

It has to be outside, light; and yes, the overhang should work iirc.

No. Once a tile has been exposed it will remain exposed regardless of what you build around/above it, so you can't get rid of freezing (you can melt ice using magma nearby, but that's a completely different mechanism). I believe it's the above ground condition that governs freezing (it's the same for farm plots: once exposed a farm plot will only be able to grow surface plots, regardless if you build a roof, etc., and exposed ground will grow surface plants/trees, again regardless of how you cover it later [although a roof will block tree maturation if there isn't a 2 Z level headroom]).
