Wait and he'll go asleep. That's it. It's normal.

Give him beds so he'll sleep on it.
It's normal for your dorfs to fall asleep once in a while.
Unless you're talking about adventurer dwarves... Then... i have no idea how long they should sleep to remove that drowsiness.

Is is not sleeping and  now is very drowsy. In fact he has hardly moved from his spot. and he is melancholy but I do not recall a strange mood with him.

Dwarves do get stressed by regular means too. Not often in the latest version, but looks like this one has gone normally insane.

What do his thoughts say?

Note that creatures caught in cages cannot sleep in there. If they require sleep they'll get drowsy and eventually die if not extracted in a timely manner. The only creatures that require sleep are citizens (excluding ones that do not require sleep, such as vampires).

Asking how to fix a dwarf being drowsy and then mentioning off-hand he's also melancholy is rather like asking how to treat a papercut on your finger, and then mentioning that the arm the finger is on is no longer attached to your body. In either case, unfortunately, it's pretty much a lost cause. There's no cure for insanity - insane dwarves of any variety (melancholy, stark raving mad, berserk, catatonic) will just neglect their needs until they die. Not much you can do about it, other than making sure you have a coffin ready for the afflicted individual when he finally drops.
