I've encountered this announcement for the first time:

What does it mean? I don't even have a mayor yet. When the caravan came, the liason asked me for a suggestion who to appoint as a baron. I have suggested someone, but this guy was later killed by a forgotten beast while the liason was still present. Another dwarf assumed the position of the expedition leader. When the liason left, we've got this message.

What does it mean? Are we a barony without a baron now?

Yes. You're a barony without a baron. The message means you're a barony.

Someone will inherit the position when the baron dies, but the new baron may not be in your fortress.

After a year, the caravan and diplomat arrived again. Diplomat asked me the same question. I have suggested another dwarf now. Caravan is gone, but the diplomati is still hanging around because I haven't seen the announcement that I have a mayor, baron or whatever new noble that implies. Maybe I'll see that later today.

Diplomats can hang out for a season. They'll visit your tavern and party for a while before leaving.

You have to wait for the diplomat to leave before anything they agree to is finalized. If they die before leaving nothing happens.

Also, things do happen in the rest of the world. Its not uncommon for a dwarf to randomly declare themself to be king. This means that the old king has just died. Sometimes you can get multiple nobles, multiple dukes/barons/counts in the same fort at the same time, but they'll be nobles of other settlements except that they reside in your own.
