Shoud my Liason be sitting around the well/meeting area after meeting?

My liason has been there for about a month. The meeting is already concluded, and I know if he doesn't leave, I won't get the stuff I requested (I think).

Is this supposed to happen and he'll just up and leave or is this a bug?

They hang around now. If you look at him it even says he's here for "Entertainment and diplomacy" or something close.
Now occasionally he gets stuck all year, that's not supposed happen, but he usually goes home eventually.

They typically leave around the time the elven caravan is due.

They can hang around for most of a season before going home. Sometimes they'll party a bit while they're in your fort.
