You attempt to negotiate with the envoy.

The man is unmovable. You get the idea he is not so much a diplomat as a soldier asked to bring an offer to you. No matter what you suggest he simply restates the original terms until at last you agree to them. His face shows no sign of emotion with the acceptance of the offer. He produces a contract, which Albert signs in your stead, and informs you that their forces will arrive within the week to fortify your town.
You watch him leave through your only external camera. "Odd," begins Albert "To send such a man for negotiations. I wonder what would have happened had we refused him.."

Within a week a military convoy arrives from the enclaves. Two large vehicles, one an APC of some sort and the other an armored truck with a top mounted MG. Just over a dozen armed men and women, everyone of them completely bald. Only one of them wears the powered armor you saw before, the rest being outfitted with pre-war equivalent military combat armor. The camouflage is a blue/beige UCP design, to blend with the local vegetation and dirt. Most of the soldiers are armed with what looks heavily modified assault rifles. You cannot identify them by sight, and without further information it would be impossible to know the exact specifications of the weapons. The only exception is the commander in his power armor, who carries one of the energetic rifles you saw before. They go about mapping the settlement, concealing their vehicles, and setting up covered positions and chokepoints to use in the case of an assault on your village. These people are definitely professional soldiers, and not militia.

You decide to organise the construction of cricket farms for your next project. The full farms will require a dozen large compartmentalized cricket cages, a few specialized areas for cricket processing, and a small storage shed for various tools and storage. They will be built to the east of the city, beyond the wall. Altogether, it will take 6 Macro production and 5 micro production. Once finished, it will provide a great deal of food production that should take a lot of the pressure off of your hydroponics farms.

With your newfound wealth no longer set for Nirus's tax, you decide to use it to hire a work crew for the new project. The workers are glad to now be paid for their work, and might perform a bit better for it.

A sudden wave of refugees approaches your settlement! Apparently, they are from the south, fleeing the approach of a group known as "The Horde". An unstoppable wave of semi-human monstrosities and mutant horrors. They were refused entry by Nirus, but directed towards your settlement, described as a "haven". There are quite a number of these people. You do have open migration, but this is a different matter entirely...

A) Turn them back out into the wasteland.
B) Turn them back out, but direct them west to the Confederated Tribes.
C) We promised to be a haven, didn't we? Let them in!

With the vault now open, a few of your population have began studying the cycle of the stars and moon. They note that the rotation of the earth and length of the year no longer match up as they once did. Seasons will not progress in the same manner as before the war. The summer that just ended, for example, they speculate had been ongoing for a number of years before we ever opened the vault.

It's an interesting setting, but I think your options could be better, and it doesn't feel like we're playing a computer.

Option 1 is pretty much a "suddenly turn evil" option. Why is this here?
With option 3 ... We're supposed to be a computer. Why don't we have any idea about how our food supplies, food production, and living space will come out of this? I'd suggest having options for "Take a few, so we're not adversely affected at all," "Take what we safely can. Housing will be limited and rations will be tight," "Take everyone we can barely feed," and "Take everyone. Most will be sleeping in tents outside the town. Food won't last long enough to get more food production running, even with marginal rations, and our material resources will be stretched thin - We'll have hungry people with nothing to occupy themselves, but the Eastern Enclave has agreed to ship us enough food to survive if we <do something for them>."
