No Kobolds?

Okay, so I want to settle on a kobold civ, but whenever I embark on their cave, it's always completely empty and has 0 kobolds.

Legends viewer says the Civ is 300  + strong and in this cave, although they just aren't there. Any tips?

Probably a bug of some kind. No big deal, just wait a month (or so) and play with 'real' kobolds in the next update.
