If it's like Overwatch, which seems to be what they are modeled after, duplicates get converted to shards. So as you continue playing and opening boxes you end up getting more duplicates and therefore more shards.
After playing Overwatch actively for a while I found that I had plenty of currency to occasionally splurge on something I wanted.

I don't own Overwatch but I am sure it is similar. They backdated the progression you had already made so I had two years worth of progression already when the new system kicked in. In the new system I was level 201, so I had a lot of loot boxes to open, plus I had the 10$ worth of premium currency which netted me another 12 loot boxes. After opening all of these I didn't even have enough shards to get an epic skin.

Before I could go into the store and buy Pajamathur (a legendary skin for the hero Abathur) for 15$ if I wanted to. Now I wouldn't be surprised if you had to spend over 50$ to acquire enough shards to craft it.

I can certainly understand why someone who would never spend any money on the game would be happy to have access to random skins but as someone who doesn't mind spending some money on free to play games I enjoy I can't stand the notion of spending my money and getting absolutely nothing I want in return. It's not worthwhile proposition for me. I will never support the loot box business model.

I'm back in HotS since 2 weeks, coming from Overwatch, and I think they now share basically the same system.
As Wiles said, you can't buy with real money your skins, but you can buy lootboxes, and hope you either get the skin or enough Shards or duplicates (maybe ? I haven't seen duplicates in HotS like I've seen in Overwatch) to get it yourself...

And if Overwatch is any indication for the amount you need to unlock new legendary skins, it's going to be high :
In Overwatch, I just unlocked the new Mercy skin for 3 000 Gold (the OW equivalent of Shards). Without spending anything since the Halloween Event, playing a dozen games per week, I gathered between 2 000 and 3 000 gold (I had a bit from before and spent some other on the newest Hero).


I would say that I don't understand how those games can make it so expensive to get those skins, but in fact, I do : It works.
I liked the new Overwatch Skins and bought 20€ of lootboxes, and you regularly see people with the new skins, often enough to understand that not everybody got them through the quest/leveling lootboxes :)
