Can troglodytes become werebeasts?

I know that it requires "sentient" creatures, but what does the game define as sentient? CAN_LEARN? INTELLIGENT?
I'm thinking of testing the genetics system of the game and creating a artificial environment, where one had other troubles, and the other did not, and see how each fared. I wanted to use troglodytes (accessibility), but I didn't want the werebeast be hostile before transformed.

I'm not an expert on the political climate but I'm pretty sure that politicians don't join armies and invade dwarven fortresses.

According to the interaction examples provided in the raws, werebeasts require CAN_LEARN + HAS_BLOOD, and they can't be SUPERNATURAL or NOT_LIVING. So any creature with CAN_LEARN that has blood and isn't undead can become a werebeast, including troglodytes.
