[BUG] Human Armory (Smith's Guild (South)) cannot be created

Cannot create the Armory. I have all the components (blocks, anvil (many types) and applicable permit (I bought three of them). So far other guild additions seem to be working. Is there any way to fix this in my game?

Masterwork version? stderr.log? upload the save?

here's the reaction:

so it will need 2 blocks (same material), 2 anvils (same material), and the south permit.  interestingly you will get all the blocks and anvils back?  I don't play humans much so its been awhile since I played them.
