Im new to the game but love it so far , but i can't manage to move items to stockpiles between height levels (stairs and ramps and such), is this a glitch/bug or am i doing something wrong? (guessing the latter one).

Might be missing something.  Need to make sure the stockpile is set to accept the items in question, also having wheelbarrows handy will help in case its simply slow going.

Your dwarfs are busy doing other things and dont haul stuff.  This happens to me a lot.

It's not something I've ever noticed develop as a bug before.

Check your dwarves can successfully move between the levels (If the stairs don't work, there's your problem), and also, just wait. It's possible everyone will suddenly stand up from their food and drink, leave seeds on every available surface, and go move stuff between the stockpiles, several game-months after you set the request. "Right, boys, let's go get those rocks moved!" ...and then you can wait 'till next quarter for them to move the seeds to the seed stockpile....

Incidentally, if it's rocks or wood, you might want to have them make a few wooden wheelbarrows, that can cause heavy stuff to get shifted faster.

Do they move between levels otherwise? It could be you have destroyed access. For example, in order to move up a ramp, you need a wall behind it on the lower level. A ramp surrounded by floors on the lower level will be marked as "unusable" when you look at it with "k."
Another easy mistake to make is to fail to connect your stairs. An up stair tile below and empty space above is not a staircase, it is nothing. A down stairs above with empty space below is nothing, it is not a staircase. You need two pieces to make stairs, an up or up/down stair below, and a down or up/down stair above, one directly over the other.

As GhostDwemer said, a staircase is not like a ladder, but more like an elevator where you need a component on each level for that level to be reachable.

Thank you all for the great answers!  I did not expect so many fast answers. I have made sure the stairs work, when i designate an area to mine, my miners run down the stairs and mine, when i try to set a stockpile at the same level as the starting Wagon my dwarves start moving things there, but not the level below. Thanks again for all the answers.

I found out what the problem was, i had turned of all additional options as i though i didn't i needed to add anything more
