• If it is purple Socialize!, it is preferred over most jobs.

Is the alert activated in military - alerts menu? (Has to have A after their squad name when viewing the alert). Is the archery target assigned to their squad? Do they have bolts (default settings keeps 100 for hunters as the first thing, even if you don't have any hunters)

The alert is activated in the military, she is showing up as a marksdwarf in the Z menu, she has 20 bronze bolts in her quiver which is set for combat and training. The archery target is set up and assigned. The socialize job is green

Does the squad have a barracks set too?
They need that to train basics, gradually moving up to spending all day at the range.

While some "guides" will tell you barracks are a waste of time, it's been noted fairly recently, that marksdwarves seem to not do anything if they don't have a barracks. (presumably they're checking to see if they can train dodging, biting and other combat skills, failing then heading straight for the tavern).

What's her personality like? Could be you've just picked the wrong dwarf for the job. Some combinations of personality traits lead to them almost never doing military tasks. If she thinks people who study martial skills are fools, for example, she will almost never train.

It would be easier to narrow down if you had a second marksdwarf in the squad with the same setup, eg, what is the other one doing?
