Silayev helps O'neil with the organization of the military, focusing more on the micro scale of squads and the different designations of them.

While doing so he also tries to find the people most qualified in training the ground forces of the military as well as making sure they are loyal.

Lastly he checks to see if there is an airfield in the nation and if so tries to find a few loyal pilot's preferentially in the military who could train what would soon be the small, but useful air force.

Enitan gets to work organising the nationalised factories outputs and processes; Leaving about a tenth for military production while the rest are devoted to goods necessary to industrial & economic expansion.

Enitan also gets to work inspecting the layout and supporting infrastructure of the factories, attempting to make the layout more productive and efficient. Furthermore, Enitan also spends some time among the workers to see if they have any concerns about the factory conditions and the like.

Enitan also plans a meeting with Argyle Thomasson, intending to see what materials the factories need, what the nation can produce domestically and what would need to be imported to get production up to proper speed.

Enitan throws his hat into the ring for First Secretary, despite his inexperience in the role
Argyle prepares the information for the Department of Logistics, then.

((If you want your own ministry, that is okay too, but I'm assuming for now.))

USSR

"We would be happy to receive any assistance available. We are in the process of modernizing and reorganiing our armed forces to better protect against fascist threats from Sokoto, and material and training aid would be very helpful."

USA

"Their words are misplaced, untrue, and in no way helpful. While we stand as a bastion against fascism, they stamp their feet and play politics. We are not surprised by their childish behaviour in this matter."

Yugoslavia

"We thank Marshal Broz for his enthusiastic endorsement of our nation and people. I do not believe it would be prudent at this time to send our already stretched forces to Greece though with tensions with our neighbours so high. We must secure our borders and ensure our forces are trained and reorganized."

Census

"No one has objected, I believe this should be conducted post haste! Demographics, cultural, and religious ties should be documented to better understand where our people associate themselves, as well as employment information to see if we can find any industry trends and where we might improve our economy."

Intelligence Ministry

Status of our intelligence arm - Can we get a report on what our current intelligence/counter intelligence capabilities are?

Sokoto - Look into who the prominent leaders of Sokoto are. We should look into possible ways removing these leaders could help destabilize the nation.

Damagaram - We should try and uncover more information on what sort of material aid is being sent by the USA, and how/where it is being sent by.

-----
Election

It looks like the candidates who wish to run for First Minister are Argyle and Enitan. I suggest both sides present why they would be the best choice and each player votes on where their support lies next action.

Egypt - Finding out Egypt stance on our governance would do good as they are nation we could do to have on our side.

South Africa - Be good to send a delegation to them to improve our relations ans try to make deal.

Sokoto - Sending in small groups of our comrade to form networks to recruit, gather information and undermine Sokoto would be good.

Damagaram - I believe we should gather information on the type of "aid" the Yankee are providing them, might do us well if we could steal or sabotage it.

USSR

Accepting comrade Stalin offer for experts and vehicles would do good to shore up our military and make organisation more better.

USA

Ignore the Yankee ignorant rantings.

France

Try send a delegation to frog lickers country and find out their opinion on us.

Yugoslavia

Helping comrade Tito with Greece would be honour and we could do with sending off the vanguard faction to keep them busy and out of our hair.

Military Issues

"For our comrades who have military experience might I suggest some ideas for the military which I picked up from my days at Cambridge. A Non Comission Officer structure would do our military some good as most factions from the Great War use this doctrine to great usage and we propose setting up temporary bases to house and train our comrades. One final thing from studying geographic lands leads me to think creating mechanised divisions would be useful in combating Sokoto."

Census
"I agree as well for a census."

Intelligence Issues

"My thoughts it would be good for our comrade here to set up information network across our land so we can find fascist and other dissents."

Industry - I think with comrade Entian support it be wise to open some cocoa and coffee plantations as wells as some iron and copper mines to shore up our economy as we are running low on cash.

For second idea I think we should allow only state owned companies unless anyone in favour of public-private partnerships but that would probably lower our support.

Language/Religion

"Comrades we suggest that Nigerian and English be both our Primary languages as for other matter we thought it be wise to either monitor or suppress religious preachers as they undermine our efforts."

Infrastructure Issue

"Comrades it would do us wise to industries fast as our comrades in USSR are already there, I suggest we get community developments from our comrades to build simple roads and rails throughout the country as community effort as it would improve many of things."

Land Reform Issues

"Counting on with my speech from Industry part we would need to act land reform to fully industrialise, what I am suggesting is first by getting our comrades to measure out plots given to them by us, calculate their rent and other tax and submit it to our comrade in charge of taxes. As well as seize property/lands/farms from rich bourgeois and redistribute them to citizens with each citizen being allowed one house which they must pay rent to government."

-----
Cultivation Ministry

I would like to set up the Cultivation Ministry which would be in charge of managing research and education as to guide our young comrades and bring up literacy levels and to be the one to manage it.
It would have a curriculum featuring English, Nigerian, Russian, Maths, Accounting, Modern Science and Apprenticeship type class.
Institute creation of Primary and Secondary school system and it would have a curriculum featuring English, Nigerian, Maths, Accounting, Modern Science and Apprenticeship type class.
Set up state funded schools and we would provide education for free.

Eoin is to get in contact with fellow Researchers and Academics to set up labs

-----
Election

Comrade Entian has my support for First Sectary.

"Rent?  Taxes?  Are we to become no better than the bourgeoisie we fought to oust?"

Argyle will not assess, without some countercommand, rent and taxes, though he grudgingly allows trade to continue until affairs are in order, but does approve of assessing properties for habitability.

Rolling his eyes at Argyle, O'Neil speaks "No need to worry about the military Mr. Collins, we're and most likely will be operating under a British style command and structure.

Also Mr. Collins how would you feel about be First Secretary? Since you are not only a educated man, but also levelheaded compared to some of our, um, comrades."

"In my opinion while we have a workable military structure, the second world war exposed every flaw and issue with british military doctrine. Hence we'll need change and apply a new doctrine to ensure it remains effective. If that means changing the rank structure then we'll have to make those adaptations.

Now with the USSR and yugoslavia, we'll need aid from both. See if we can't get scavenged german equipment out of that deal though; it'll lessen our reliance on soviet aid and provide an incentive to reverse engineer the equipment to modify and to learn how to build our own, better equipment from that since we know well that we cannot expect many spare parts, or even production, to be running. As for the USA, I say we go with a full-scale condemnation for interference, especially if we find out they've been shipping weapons and the like to them.

Infrastructure and Industry are two things we'll need to develop rapidly to ensure we are strong. Being able to out-produce our neighbours in both quantity and quality will guarantee that no-one will be able to challenge us.

Now, in regards to nationalisation, and the guerrillas. We send most of them to greece to ensure the bourgeois are destroyed and the proletariat is triumphant. However, given the failure of the voluntary nationalisation I'd propose we use a few units to bring down one of the various landowner's organisations, with no holds barred. We need to set an example that, if they resist the will of the people, they will be destroyed in a spectacularly violent fashion. After that we institute a full nationalisation of their holdings by force. The soft approach was never going to be viable, either realistically or politically. Unless we strike now we will only breed more dissent in both the party ranks and our people.

Now, a taxation system and the like would be handy to have, in case we ever need such a system. And odds are we would in regards to international trade. Something of a reserve thing though, and not important to actually pursue.

English would be an acceptable primary language. "Nigerian" only exposes the fact none of you seem to have been here long. There are atleast a few hundred languages used by the ethnic groups that make up nigeria alone, let alone our neighbours. Instead, we can simplify language issues by just relying on english alone. Religion is a bigger issue, since we have both Christians and Muslims to deal with along with local beliefs. To ban it outright would be a very thorny issue, so just restricting it from public events and keeping an eye on the larger two would be sufficient

For land reform, the only issue is that land is still owned by the bourgeois. After that we don't need anything further; we're communist, and we're the only option for the farmers to sell their crops to barring directly selling them. Our agricultural situation is also reliant on better infrastructure as well.

A census I have no idea why'd we be voting on that, as it seems like everyone is in accordance about it being done.

Now, Comrade Eoin, we're better off calling it the education ministry; cultivation has agricultural connotations and that'd confuse people. As for the curriculum, we don't need russian, and it's likely the local public servants would've already taken the local language into account. Furthermore accounting seems like a waste with maths already being in there. The primary school education should be geared into preparing them for the subjects we'd teach in secondary, with maths, english, science and history & geography being primary focussed, with more specific subjects like the arts being optional. Add in a small dose of political propaganda and the entire system should be solid.

As I am running for first chairman, despite my reluctance to do so after seeing no-one else wants it apart from the one person who would be politically disastrous in the role, I will take up the role if necessary. Between the fact I am local and that I am not associated with the outrage of the voluntary nationalisation would make me a far more suitable choice for stability, and would ensure the nationalists are satisfied."

"Ka Fada Wa Kanka, and as the man in charge of or military I advise we send most of or guerrillas to Sokoto and to... however your suppose to pronounce that name, mainly due to that fact that Greece Is rather far away, and has a very different climate and terrain from Nigeria.

On the subject of aid we need semi-automatic rifles and perhaps some of these AK-47s I've been hearing about, With those we could do actually meaningful changes to our doctrine, through the Rifle Section is staying, I'm not doing any of this Yankee style with odd numbers of men in units above fire team tom tit.

Also the Military's official language is English, we will ram it down the throats of anyone who doesn't speak it and decided to join anyway, through Hausa is still a De Facto language to at least understand."

"Hausa doesn't cover a significant part of the military though. Hence why english needs to be both de-facto and de-jure. Now, It's fine for people use the other languages it's just we need english to ensure a sense of unity.

I'll agree about the semi-automatic rifles, and we could use SMGs as well. But AK-47? Why not have the soviets pass us some Stg-44s? We know there's somewhat plentiful ammunition and there's more than enough of the rifles that the soviets can part with them. Doctrinally however, whether or not we have automatic firearms is moot, we'll need vehicles to really do some meaningful changes. Maybe a mix of soviet and german doctrines?

Additionally, sending our vanguard to greece has more advantages as you've pointed out; while the terrain is different this means that we can learn more from the experience."

"Your Advice is Noted and welcomed, Silayev you should know someone who can perhaps grease the wheels and give us examples of both captured StGs and some lost Ak-47 prototypes? Also Semi-Autos, our standard issued rifle is the Lee Enfield rifle Mo. 4, with most Squad Leaders and Specialists being issued Sten Mark 3s, which I believed shouldn't have changed much through we'll see after I integrate the militias."

Comrade Akala clears his throat and speaks calmly,
"I just want to point out as a few of you have suggested that supporting Yugoslavia in Greece with our vanguard forces. The Greek government is supported by the British and the United States. Having our forces there will surely do nothing to improve our position with them. But Not even Stalin himself will assist the Greek communists. Marshal Broz and Stalin are feuding, open support could quickly end up causing us more trouble than it might be worth."
