You politely ask the drunk about the location of their so-called pal. They happily oblige you with yet another surprisingly detailed description of their small house and everything around it. A basic bit of knowledge about the town later, you think you have the address to the house of the man seen arguing with the supposed arsonist. Sheesh. That's ..what? 4th hand knowledge?

Go there and watch the place for a bit. See if you can spot this guy and if he can lead you to the arsonist

You leave the place and walk over to the house of the man you have the address for. About half an hour later, you're there. It's a small lower class-type "house" still in town and is surrounded by other commercial areas and similar homes.
You take up a subtle positioning and pose in order to stake out the area for a bit in case you can spot the man you're looking for. But approximately an hour later, a police car pulls up and a police officer walks up to you. Evidently you were unsuccessful in being subtle as they find you just standing outside a house like this suspicious. Fair enough, you guess.

The officer asks you for ID (which you can readily provide) and explains that since you don't actually have a reason to be in this area, you should get going now. What do you do?

The encounter goes smoothly and you walk away unharmed and seemingly unsuspicious. An hour later, you arrive back at the house.
This time, you take a look inside the windows (which are now lit) to make sure your person of interest is actually in there. Gazing inside, you see four men assembled in one of the house's larger rooms. Accompanying them are some muffled voices that you can just barely make out through the glass.

"Sorry bud, but some things just aren't meant for you to see."
"NonoNONONONONO-"
*BANG*
"Take care of this mess. I'll be taking my leave now."

Before making the wise decision to hide, you take a closer look through the glass. The man who's who putting away a pistol has a familiar face...
You scowl. It's Ollie Barston. The "former" mobster hitman you associated yourself with before prison. Last you heard, he was retired. The rest of the men appear to be surprisingly-well armed, even as they start cleaning the crime scene. You retreat to some convenient bushes next to the dusty walls. What now?

You make yourself more subtle inside the bushes as you patiently wait for their departure. After about half an hour of waiting in the really uncomfortable bushes, you hear a door slam and an engine turn on. You carefully peak past the corner of the wall you were hiding behind. An expensive black car drives off into the distance.
Oh. This may not work out. You walked here, and by the time you were fully aware of what just happened, the car was already past the corner and lost to you. Chasing a car on foot isn't the best of ideas, so you glance back through the window into the house.

It looks like the two henchmen accompanying Ollie are still there. They're doing some standard cleaning of the scene and by the looks of it, will be done any moment now. They're talking to each other frequently, but the lowered tone of their voices proves too difficult to parse into anything that makes sense. Annoyed, you slunk back into the bushes to wait for them to pass as well. Ten minutes later, a standard brown-ish beige car drives off with the henchmen in it. Again, you doubt you can match the speed of a car on foot.

The car just left, but the house appears to be empty now and you don't see any cars or similar items providing evidence to the contrary. If you were to quickly find a method to pursue the car, there's a chance of successfully following them. But you could always just return to your apartment - watching the henchmen of Ollie Barston clean up a scene always quickly becomes tiring.
