I'm not sure how it actually works, since I've never used it on a large burrow, but I would think the Defend Burrow command is supposed to have the squad wander around inside the burrow looking for threats. If you're having problems with dwarves charging outside the burrow, you're probably using it more like a Station or Patrol order.

As I recall, squads used to not stray too far outside a Civilian Alert burrow. If it still works (after the morale rewrite), you could probably intersect your defended burrow with the civilian alert burrow. The alternative is the tried and true method of designing entrances to block line of sight.

I wouldn't mind an option to prevent squads from charging, but the issue is nowhere serious as its being made out to be. It's probably due for an overhaul once you can deploy armies outside the fort.
