It can be noted that a pump can draw fluid through a grate, but that's the only construction supporting it.
You know this, but lets be clear on terminology here: Grate isn't a Construction and doesn't provide Support - it is a passable building, and just about any building can hang in empty space (some might need to be built on floor, but it doesn't have to remain there)

Correct usage of terminology is important for understanding. I'll try to learn and apply the lesson... The word "supporting" was a rather poor choice, with "permitting" as a better alternative, given the DF usage of the word "Support". I realize even that is wrong, though, as hatches are also said to permit drawing of water (I don't doubt it, but have not tried it myself), and your example shows a water wheel as well, so perhaps you can actually draw fluids through any kind of building?

I imagine so, as long as it isn't through the building's impassable tile, which act as floors with statue on top at best and "walls"(will turn a high-speed minecart on corner, but not work for a ramp) at worse.
