so the rules:

-you don`t play as a specific nation,you only vote for one
-you can`t vote of the same nation more than one time(one vote per nation)
-you can only colonize the americas and oceania a he star.
-cultures mix(ex. if you have a german colony in japan,the germano-japanese culture will form)
-with war you can colonize uncivilized nation(non western,ask me what nations are uncivilized if you want to know)
-you have a lot of freedom
