Are there any mods involved?

Its a feature. Impregnating booze is a planned tech tree for dwarves and this is a sneak peek at it.

So umm, what version is this? And can you reclaim one of these sites, or spawn in them as an adventurer?

LOL :D  I am using mods in a separate install; this should be a vanilla World, though I'm wondering if something got crossed when I was installing.  Unfortunately, the Sites were all gone when I loaded the world, unable to Reclaim or visit :(  There was only 1 Dwarven civ available, so I'm guessing these Dwarves popped into existence just long enough to plunge into the abyss.

Challenge: adventure there to see what the heck is going on.

You might need to load out the swimmer stat.

I second this notion. I suggest choosing a race that comes pre-packaged with the ability to breath under-water as well, like an Octopus-man or Crab-man. That way, you can do a little scuba-diving to collect all of the hidden world-spawned treasures!

Oh hell no! This needs to be embraced, explored and expanded on.

Metal diving bells, leather air bladders, buoys with connected air tubes... bring on underwater buildings and forts. Underwater taverns attraching aquatic animal people and merfolk. Let those non-undead giant sperm whales actually be a horrifying threat!

I'd completely forgotten that's a thing.  I will recover the world and see what I can find.

This is what happens when worldgen accidentally knocks out a wall protecting an aquifer near level ground.

Is your plan really to flush water into hell, and have the CARP marines fight them without threat of flame or disease?  If so, you are awesome, and one of the greatest DF military visionaries I've seen yet ( not that I've seen that many, or any, for that matter )
