I think the boss fight is a required loud moment but otherwise yeah you can do the entire game stealth. Will take a long, long, long freaking time though. Because you have to get through compounds loaded with soldiers and surveillance, once you get spotted you either fight or have to run almost entirely outside the compound before things cool down.

If you consider "pitting brain-jacked enemies against their comrades while you hide in the shadows" to be "stealth" it can make it go lots faster.

Of course, you have to make sure you don't end up in a vicious cycle of reinforcements...

The game seems semi-arbitrary about reinforcements. Like, sometimes it just pukes them out with regularity. Sometimes, reinforcements just stop and you can actually get the alert level down. I found the seeming randomness of it a little frustrating in some areas where there's not a lot of room to hide or retreat.

I'll say this for Stealth though: it is the quickest way to make XP. You seem to earn XP moment by moment as you stand around inside a restricted area. I had guys level up 4 and 5 times while I was hiding out waiting for patrols to pass, the alert level to go down....just wasting time waiting for pathing seems to earn you XP. So there's that.

on XP: 

I saw a developers post that mentioned this a bit.  you get some for being in a restricted zone, but not much.  you get more for being in cover in a restricted zone, and you get even more for MOVING between cover in a restricted zone.

I think you also get some bonuses based on alert level, and having your guys in a zone when you take an objective seems to give them a boost as well. 

I find that playing the game normally lets me level up at a satisfying pace, and I dont think I'll max everyone before I hit the final zone, but I do have most of the advances that I WANT, and I think I'll get the rest of them by the time I finish all the other side missions.

So, seems properly paced.

On Reinforcements:

Different areas behave differently, but they seem to be consistent within that area.  So observing for a little while can give you an idea what should happen. 

I've noticed that the regular patrol for any given area seems to be capped at a certain number, so if you assassinate guys more will continue out.

But, if you brainjack them, and don't cause any other alarms or shoot out any lights, then you can basically make it a safe area.

My general method for hitting targets with minimal risk is to infiltrate as far as possible, brainjack some guards, have them shoot out whatever security systems look to be a problem while drawing massive crowds of reinforcements, and then let them die.  Eventually when things die down, brainjack the regular patrol in the area until they are all owned, and walk in.

Discovered something interesting:

The police from the tutorial area have access to all areas of the city.  They can walk into anyone's territory without starting a firefight and have access to most (but not all) locked doors.

Limited utility, since you can just brainjack someone of the correct faction you need, but I used them to quickly cruise around the various zones locating a couple of data terminals that I had missed.

You can brain jack any security force in the city I think, they all have access to each other's compounds. It's a good way to start a fire fight so your team can slip in the front door. Some objectives are so close to the entrance that in some cases you can literally brain jack, start a fight, walk your team in and out, and they won't even have finished fighting by the time you're done.

As an example, I had Eternals casually walking into a Dracogenics compound and opening doors for me.

yeah, they all have access.  But the cops from the tutorial dont actually cause firefights -- they can walk around as if they are locals.

It isn't exactly useful, but it is interesting trivia.

Chat seems particularly buggy.  Desync not uncommon, seemed better day1 than day2. 

All in all, not bad.  Having fun playing with randos, but its hit and miss.

Just learned that it actually isnt. 

You can stealth kill him, bypasses all his extra shields / armor / health.  Takes some doing, but possibly easier than going loud on that level.
