no goblin civ in my worldgen

does anyone know why this worldgen parameter never spawn goblin civs?
all the wiki says about goblin civ is that they need evil tiles... which i have... and I never get it....

Goblins civs always start out by a demon escaping from the underworld and building a dark fortress, where goblins live. No demons=No dark fortresses=No goblins

I would set that number to at least 2 or 3 if you want a couple goblin civilizations.

As it turns out, pulling every lever in the fortress wasn't as good of an idea as it sounded like at the time.

I'd go with at least 5 to reliably create a unique demon (which are the ones that escape from the underworld).
