The value of hospitality

This is actually one of the big ones in world traditions. Greek morality myths in which the gods get pissed enough to smite people for hospitality failure are probably the best known examples, but not the only ones around the globe.

Hospitality is already a sphere, so there's a chance for gods and such to enforce such things on generated civilizations.

Well, how would it be measured? Amount of food given away free to non-residents staying at the tavern? Amount of profit allowed to non-Mountainhome caravans? Idle dwarves just hanging around in their rooms, waiting for some hungry / thirsty / sleepy dwarf to walk by so they can invite them in? (That last one would be perfect cover for vampires, btw.)

It's all well & good to want something, but try to suggest ways in which it could be implemented, as well.

With the upcoming introducing of adventure mode housing, hospitality should be a value. Player/AI stances on this would produce some interesting behavior: traveling NPCs or groups could ask/demand shelter, loyalty cascade may ensue depending on response, etc.

Lots of values are presently in that have no practical application in the game mechanics.
