Everytime I start a game and create a new world I select a civ and check neighbours, most of the time it only shows one neighbour or sometimes even none and no matter what race it is I play as Kobolds, this is really annoying cause I wanna start as dwarves.

I figured it out, apparently all the races to play in fortress mode were turned off...
