I have this setup:

The top and bottom bridges are raised, so they're on their side.  They don't block the flood, but if I cover the rest of the river in the middle will it prevent river attacks?

i have been told that river attackers spawn at the top of the map and travel down.  thus, you should be safe from river attacks as you are now.

i have not verified this, however.

I believe they can come out of any exposed river tile, so covering all the tiles in between would do it. It would also prevent any drownings that might occur during the flood.
