Lvl 20 Armour and weaponsmith he used to make 90% masterworks. Then all of a sudden the ratio reversed. Is this intentional? Or a bug or what?

Is he feeling distracted by unsatisfied needs? Was he previously working with a material he loves, and now uses something that isn't special to him?

Did he lose his eyesight, either temporarily or permanently?  Although that would typically cause him to produce no-quality works, not just "less than masterwork".
