I have a 42.05 fortress in its fifth year.

The relevant lines in d_init.txt are as follows.

You can set the maximum population of your fortress here.  Keep in mind that your population must be at least 80 to get a king and 100 to obtain the current game features.  The strict cap also stops fort births.  Both caps can be violated by a few special cases, like the arrival of the monarch if you qualify.

This allows you to control the number of babies+children in your fortress.  The first number is an absolute cap on the number of babies+children.  The second is a percentage of the current number of adults in your fortress (the default is the essentially meaningless 1000% here).  The lower number is used as the cap.  The cap only prevents further pregnancies, so migrant children, multiple births and existing pregnancies from old saves can still push you over the cap.  Setting either number to zero will disallow pregnancies in the fortress.

I have four children in my fortress, and two married couples. 

Two children arrived with their father.  No mother (or wife) is listed.
One child arrived with a married couple.  Its sibling was born during their first year in the fortress.
A second married couple remain childless.

Both married couples are fully heterosexual, and show up as "quite content" in DT.  They both have their own bedroom with a masterpiece bed.  There is plenty of good booze and prepared meals.  There is a functional tavern where they have been entertained.

Yet there are no more babies.

What am I missing?

Need more idle couples so they rub their beards more,

Make chairs adjacent to each other for more social interactions and beard rubbings.

Well you see, when a mommy dwarf and a daddy dwarf aren't busy running for their livs/working themselves to death/drinking to death/dying and they love eachother very much they can rub eachother's beards in the dinning riom/meeting room/bedroom.
Also having chairs next to each other in thd dinning rom and meeting room should help

mod the game so all dwarves are fully hetro and they all are interested in getting married, thats what i do

also i have a few married couples who dont do anything but act as baby cannons

No, Dwarven lovers braid their beards together to reproduce. Only immature teen-dorfs stroke their beards. And usually they do it by themselves.

Note, if you wish more babies overall in your fort, there's the sexual orientation that can play.
It's defined by the ORIENTATION entry in the creature_standard.txt for the dwarves definition, you may want to adjust the default value to get more coupling and baby-producing sexing.

it dose, but only for immigrants and newborns, existing dwarves wont be affected

Might as well tweak the one that relates to multiple births like in the early 40.09-ish version.  Talk about baby-splotion.

Thank you all.  As I said, the married couples, which in fact number three rather than two (my bad), are all totally heterosexual.  I am certain of that.  I did very recently get another baby born from one of those couples, who had previously not given birth.  I removed all of the married dwarves from jobs, including all types of hauling.  That seems to have removed the roadblock, so to speak.

I am laying plans for an entire year with no work for anyone.  I hope that will result in some more heterosexual marriages, although those have been extremely uncommon for the past real-life year or so and I can't imagine that creating dozens of meeting areas will have improved the odds.  However, there is the dining room.

The way I induce married couples to reproduce is to create a burrow covering their bedroom and have both a booze and a food stockpile inside of it (one tile of each). I then burrow the two together for a while. The DFHack command gui/gm-editor can be used to show if the female is pregnant (and thus, if it's time to let the buggers out).
I haven't found a good way to actually get dorfs to marry: my latest fortress managed to get my first ever marriage after some 12 years, and after the first few years I'm on a routine with a lot of time where only maintenance work is done (½ a year of work, one season of winding down, one season of socializing and praying).
