Playing an Outsider in a world without civilizations

Sooo...it looks like that's not possible anymore, did I miss anything?

Wanted to play an Elephant Man on (a) Monster Island, noticed it doesn't even allow me to play a human outsider there anymore, it straight puts me to Legends Mode upon hitting Start Playing for that world.
