Name of state: Kharen States
Leader: High Princess Ahsin Ranmadoff, recently risen to her position as head of the State Council, is a competent young woman whose mind is set on expanding the Kharen States to much greater things. Her ambition, and willingness to use underhanded tactics in pursuit of the goals of herself, her followers, and her city, allowed her to rise to her current position, and begin moving Kharen past it's stagnation in the wake of petty feuds.
Location: Western Plains
Military: Middling
Government: Republic; heads of families vote on behalf of their families, heads of neighborhoods and so on to determine what actions to take. It is expected of the individuals to accurately and fairly represent those they are voting on behalf of. Consequences lie in store for those who do not.
People: ~60% Human, 30% Redguard, 10% Other;
Laws: Fair
Religion: Though Kharen has no state-mandated religion, deviance from the norm is unusual. Not despised, but simply seen as strange and foolish. Why wouldn't you give thanks to the Gods and Spirits? Do you want them to think you ungrateful?
History/Culture: The Kharen people are industrious and proud; they have had these lands for many generations, though it is only recently that their city has begun to prosper on the level of other nations. A long history of forcing off invaders, and a cultural expectation of hospitality and trade, means that when they aren't squabbling over feuds between families that have gone on long enough no one remembers if there even was an original reason, they have an outlook focused on negotiation.
Capital City: Khar, the capital city of the nation whose name is taken from it, is a pleasant city, by a confluence in the river, and is fed by a series of smaller, 'satellite' cities around it, and farms stretching into the plains.
I will say that the uh, descriptions of intelligence don't really make too much sense...What does being a third as intelligent mean? IQ of 70 is usually considered mentally retarded/handicapped, are orcs that low? What does being three times as intelligent mean? IQ of 150 is right around 'genius' level in humans; where would elves fall? I mean, I was kinda hoping to play orcs but it looks like they're just the same as they're usually portrayed; brutes and savages.
Oh well...
