So I just got this migrant:

I thought children became adult citizens at 13, so how did this happen?

edit: Nothing changed in the raws, I checked.

I have no idea, but I do remember reading that age bugs should fix themselves on the dwarf's next birthday.

I just had a "lord consort" visit and decide to stay. Preparing for Trojan war reenactment.
Protip: statues cannot be made out of wood unless they're artifacts. If you see what appears to be a wooden statue outside your fort and it's not an artifact, destroy it immediately.

And bear in mind that werebeast ages seem to be bugged right now too.
Do werebeasts turn up with immigrants? Perhaps not.

There is some bug with immigrant ages that fixes itself on the next birthday, as FortunaDraken said. As far as i understand, creatures subject to a certain condition are frozen in age as well, but those are said not to arrive with any relatives, and the parents' names indicates you've renamed them.
I don't think I've heard of any weres arriving as immigrants, but that condition is also said to freeze age on the primary victim.
I'd keep a close eye on the kid, though, just in case.

You're playing an older version ("quite content", no dreams of lifetime achievements etc.), presumably one in which the outside world is in stasis after worldgen. In those worlds, no new births and deaths take place outside the fort and while the age of people who show up takes proper account of game time that has passed, baby and child status don't update until the migrant's next birthday.

That's a perfectly normal immigrant for 0.34.11 (and probably some early 0.40.x versions) if 14+ years have passed since the end of worldgen.
