Why do dwarves randomly do unassigned labors?

Playing version 34.11... don't know if this is a bug with this version or not.

For example, sometimes I will notice  my miners wandering off to "construct buildings" when they are not and never were masons or architects or have those labors enabled.  Likewise, I had a problem with my expedition leader wandering off repeatedly to pen/pasture animals or harvest crops when he should be preforming leader/broker duties and he didn't have animal hauling or farming enabled. 

I've checked both dwarf therapist and the in-game labor list and no labors were turned on that shouldn't be, yet they were happening anyway.  Any way to fix this?  I've had other DF forts in 34.11 and never noticed this issue before.

Construct Buildings/Floors is now a seperate labor, it should be just past the hauling labors.

Try "o" for orders and toggle "All harvest" to "Only farmers harvest"
