Generals : Each army operating in 1 theater gets one. The general determines the general strategy followed, and hence can result in more or less effective use of certain weapons. Choice of general is important, but don't expect that you can shuffle them around at will. Unless they goof up, they have enough political clout to support their own position.

This is why I don't like moving generals around like you are trying to do. We are disturbing our C&C by such transfers. Also, Umar offers nothing for air-defence while  Deng is good for squeezing the last juice from HQ-9 before they go obsolete and get retired.

I think we can appoint Mao to air-defence but it is insulting second-line duty while being in charge of Special Force can't upset him.  We can appoint him to the garrison but I think Umar fits defensive duty far better and he will not get bored by lack of action.

Moving one type 025 from garrison to a special forces is fine. In fact I edited my plan to move two units to the special force.

Also I dislike that you changed roles like this. Current turn recommendation don't go against intended roles. Remember that only Lin is more or less guaranteed to follow our order. Others will have their own ideas.

I moved the generals back, and put Mao in charge of the special forces. I'm not sure what you mean by changing roles though, what use are our generals if they won't obey their deployment orders?

My vision of the plan for the next phase

Orders

1) 4*lines will produce infantry
2) 2*lines will produce J-311
3) Create new army named "Special force" and assign Mao to it

5) Send 5 J311 to Expeditionary force and 5 J311 Reaction Airforce
6) Transfer 2 units of Type 025 from East Asia Garrison to Special force

While giving special force in the hands of a semi-independent general has some risks, there are risks at giving him any force or no force at all.

I plan to not move equipment between forces or change their role for a long time. Only produce reinforcement and send them whenever they are needed

I've made a few minor changes. Namely:
1) the Sub has been moved to assisting the Special forces, where I believe it can be of assistance with inserting/extracting forces and acting as a sort of mobile off-shore base.
2) three J-31 units have been stripped from the Expeditionary Force (which will be supporting the US & working with their air forces) and two from the East Eurasia garrison (which is not likely to see combat this turn, I think) to pad out the Reaction Air Force, which will be likely to enter heavy combat with little local support & relies heavily on numerical superiority.
3) Minor orders changes; Air defense told to concentrate on areas which need it most and descending drop-pod restrictions removed from the Air Force as the aggressive Lin will ignore it anyway.

1) IMO, It is a wrong kind of submarine to assist special forces. It is not that kind of submarine that can enter shore waters and release rubber boats. It is a huge concentration of firepower with its laser, HX-1s and conventional missiles. Expeditionary force needs it to be effective in any kind of offensive. If we want to shuffle submarine between theatres, than we should give it back to Deng and merge air force and Air-Defence in one army under command of Lin

Steps taken
1) EPA Special forces created and Mao assigned to it
2) Reaction Air Force and Air Defence merged into EPA Air Defence and Lin is appointed as a commander of it.
3) Type 095-L "001" Nuclear Submarine is detached from expeditionary force and EPA navy is created with Deng being reattached to it
4) All J-31s of expeditionary force were reassigned to EPA Air Defence
5) Two type 025 moved from East Asia Garrison to EPA special forces
6) Produced J311s went to Expeditionary force
7) 32 infantry exoskeletons distributed between various forces

Reasoning:
a) EPA Air Defence is an outdated equipment sink. Their goal is to die while doing some damage to the enemy AND creating worldwide impression that we are doing something. That is why I leave them without upgraded aircrafts for now. Ensuring safety of USA is important for me and all J311s go there.
b) Detaching Submarine can give us more versatility
c) Few type 025 in Mao's force will have some use

I figure we're better served keeping the submarine attached to the Expeditionary Force. Central America and the Caribbean have plenty of nice coastal terrain for it to provide support near, and the frontlines are going to need all of the firepower they can get.

On research, it was a tough call but I'm gonna go with the electronics. It's probably going to be immediately actionable and if we're lucky we'll be able to do even cooler things than we can right now with intelligent systems.

1) I just wonder how the Special Forces are going to get into S. America, though I take the point that our sub is not suited for the job.
2) I would prefer to mix the planes as then the older J-31s can take more losses rather than the J-311s.
3) The USA does not need to be so heavily defended; it is a major industrialized nation with what is one of the largest and most modern armed forces in the world. Whilst I agree with joint operations into Latin America I would prefer to send at least some J-311s to join our other forces in dealing with the next alien incursion to pop up.
4) I am not sure the Special Forces need so much equipment considering their mission, especially the Type-025s (could I have some reasoning behind their inclusion, please?).

As for research I'll vote for the electronics just to get things moving.

On a side note, what are you attempting to do with studying alien electronics?

Study communication, radars and other detection equipment, drone control(we should have enough wrecks), targeting systems and C&C structure of the enemy.

New technologies to play with are nice, but I want something that will give us immediate impact for the next turn and open the road to the ECM warfare. Proper Jamming can make their K-something drones useless in one moment.

2) I prefer expeditionary force stay out of combat, but if they will wage a war, then I hope for American airforce to play a role of J-31s
3) It is not heavily defended. It is try to avoid combat unless USA decide to attack into South America. I don't want to enter heavy combat with our best troops while enemy has huge tanks advantage
4) It is mobile. It is relatively easy to fight. It can bring firepower
