My thanks for permitting us to utilise some space in the Government HQ, I have little doubt we shall continue to work side by side for the good of Apland into the future. My thanks also for your promise of introduction to the Soviet ambassador, which will doubtless prove very useful for co-operation on any major infrastructural investment we can encourage them to take in our country.
I am slightly concerned, however, about the prospect of pulling Palushka into what i hope will be the last phase of our civil war. Although a defensive alliance will doubtless be beneficial, I do not believe we should ask them to get involved - for reasons as you outlined against asking for Russian intervention. In addition, it would be a show of weakness I do not think it would be wide to make, as well as the fact that this is
Apland's war - with your encouragement to the people it would probably be best for morale if we are able to defeat this threat without external aid.
Finally, although I know it is not my affair, I feel I should warn you against attempting to purchase Free Thought at this stage. It is highly likely they will see this as proof you are trying to distort the news by taking over competition, and say as such in their paper - potentially providing more fuel for the protesters.

Once again I must ask for funds, this week
$46,970 AD - although some leeway would be appreciated in case tax income again falls. I will soon be making proposals to ensure these funds are covered directly in the future.

1. OPPOSE: Although the Ministy supports an alliance with Palushka, it does not believe we should ask them for help against the loyalists (for reasons see my message to the Ministry of Truth above)
- Contact the second privatised facility and inform them of the Ministry's existance and our role and present operations. Ask how business is at present; also ask / offer to send a few experts around to see the state of the power plant and provide expertise to deal with any issues they may be having.
- Contact all known companies which own or have stakes in power plants and call them to a meeting at the Government HQ. Once there, inform them of the Ministry's intention to institute a levy of 10% on profits (in the case of Iskra and others who do not deal only in power, only on profits from electrical operations) - paid weekly - beginning at 5% next week and rising to 10% the week after that. These funds will be used to maintain government - run sections of the electrical network. Collect any objections / suggestions to address next week before the levy is enforced; agree to postpone enforcement of the levy by a week if the companies need more time to prepare for the taxation.
- Discuss with the ministry's foremen the possibility of setting up an apprenticeship scheme, to help educate the next generation of technicians. Ask for their opinions, suggestions, and estimates as to the number of such apprentices their plants will be able to support.
- Also ask the foremen if they have any suggestions as to improvements or complaints in any way, shape, or form. Inform them that my door is always open should they have any ideas.
- Get in contact with all construction companies and architectural practices in and around the capital. Invite them to a general meeting in the Government HQ as to the task of fully rebuilding the capital's damaged infrastructure. Attempt to at least get some sort of organised plan set up. More importantly, Would any of them be willing to contribute to the reconstruction efforts, in the form of volunteer (or at least discounted) work? Subtly hint that such gestures of solidarity and patriotism now may well affect how the Ministry views them as regards any future major state construction projects requiring contractors...
When tax income is collected, if any ministries do not (after their own income) have enough money to cover their costs, these costs are to be paid directly from tax income. The surplus is then distributed as per the Budget Act.
