Can individuals do things with their money, Twinwolf? Like buying gear or training? Also, will having the barracks and library unlock spellswords?

There will be a separate upgrade to unlock that class once you have both of those, yes.

As for personal uses, I haven't really considered it yet... maybe there can be a shop that will give better weapons and armor, and/or a training center you can unlock for raising stats...

In this setting, anyone can with study. But usually they have to spend all their time on it, and not much on anything else. In the spellsword's case, they've done both sword training, and some study of the easier spells. There are also eventually going to be items that can be used to cast spells as loot, which is why magic is a stat at all.
