World Gen - Civilization Neighbor Range

I'm having trouble getting a somewhat specific embark site that is also in range of all 4 civs, I noticed in the 40.08 patch notes that the range was changed.

Is that option there somewhere players can alter it? I have looked but haven't found it.

I believe that's hard-coded. Scripting or binary patching or some other arcane stuff might help, but no guarantees.

A much easier and more effective option would be to get vjek to make you a suitable embark zone. He's very good at finding what people want in worldgen. See here.
