Falling action happened.
First Session:
Frank forces information out of the local grunt, Henry the Hooligan at the expense of relations with Celesta, the local Gym Leader. After utterly breaking his resolve, Frank and Lina are able to get him to spill all of his secrets.
First, he is apart of Team Anarchy, a group of foreign thugs that have shown dire interest in the Muse Islands. Using Rocket-made technology, Admin McKartney forced Pokémon to evolve before they're ready; which left them in a violent and powerful state between evolutions. They also learned the name of the group's dubious leader, Lennon, a man reported to have a silver tongue and a daring personality. Giles arrived soon after to apprehend them, cutting the interrogation session short.

A few days later, Celesta had disappeared. Thomas went on a search for them, while Lina, Corrie, and Leaf discussed the tenuous situation on the islands. They are troubled by the sights they have seen, and are curious of whether they should report these things or not. Thomas' search eventually leads him to the Requisce Town bridge, where he surprises a mystery woman that he recognized from his childhood. Eleanore is introduced as a concerned citizen of the island, and Thomas knows her to be a traveler, perhaps like he currently is.
However, she was also quite opinionated at the state of Tonic island, stating that Celesta wasn't ready to be a Gym Leader. She did not seem to hold any love for the Pokémon League Association in her heard. Matron Memoria was also there, proving that she hadn't completely fallen off the world yet. The pair of them suggest searching the Gym for the wayward Gym Leader. The pair then continue their conversation in private.
Back at the Gym, the party finds a distraught Celesta crying inside. Her failures as a Gym Leader were pressing upon he greatly. The party was able to cheer her up however, convincing her that she isn't that terrible of a Gym Leader while Thomas contemplates going through a dead man's things. Regardless, Celesta bestows upon the party the Spirit Badge for their meritous efforts, though it seemed somehow incomplete. She asks the party to return someday, so that they can battle her for real. Celesta then happily points the party back to Giles, who greets them happily.
Giles states that he would train the party's Starter Pokémon for free; giving them a free egg/tutor move with none of the downsides. The party accepted this offer, with Kolya mastering Telekinesis, Bluk learning how to use Natural Gift, Mirage learning how to use Copycat, and Johann learning to use Barrier. Frank may choose to teach Bonnie either Simple Beam or Spite.
With that final bit, the Tonic Island Arc is over.
The Spirit Badge can be worn as a special item that gives either two shots of Metronome a day, or one shot of Metronome with 'increased chances'. Only one Badge can be used and worn at a time.
Moves are learned with no penalty to Tutor Points.

A ferry ship will be travelling to either Shanty Town or Halu-Halu City. You guys may choose either location to visit in the OOC Thread. Both cities have Gyms, Pokémon Centers, and other amenities. I'm prepared to run a session in either place, so it doesn't matter to me. The decision is yours!
