With the founder, you can get juice from subordinates gaining juice.  But no matter what you do, you are never far from a Racketeering charge as the founder.

Can't you find a single extremely loyal person who won't rat you out, then use them as a pseudo leader who goes around doing all the recruiting?

Juice goes up the line, so you get less juice the more people exist between founder and the person gaining the juice.  Also, I was slightly mistaken when I said that the founder could easily get charged with Racketeering: I think a character has to rat out the LCS in order for the founder to get charged with Racketeering, which can only happen if the character is arrested.  So characters that fight to the death won't lead to a Racketeering charge, regardless of how low their heart is.  Unless I've forgotten how the Racketeering charge works.

You are correct; Racketeering only happens if they rat you out. So yes, recruit a bunch of hackers, put them in another safehouse, and set them to hack. When the police come, try to break the siege, and get shot to pieces. If your founder isn't at 200 juice yet, repeat until xe is.

Cracking the Safe at the CEO Castle or Corporate HQ is a good way to raise juice. Yout get 50 Juice up to 1000 without any heat. You are however wanted for theft. You just need much Security, and at least 15 Heart to talk to the Guard Dogs.

Crimes at a CCS Base or during raids doesn't cause heat and doesn't make you charged for crime.

To find a CCS Base, you have to recruit a vigilante and make him a sleeper. Then you can go to the Base, wait, until you find some easy encounters, shoot them and go out.

Getting raided is tricky, because the only factions who raid you without having already heat are Rednecks and Firemen. To offend the Firemen you must commit Hatespeak, that is a crime, but if you publish secret files while nobody is at the Press (but the files are), nobody gets wanted, but the offended_firemen flag is still set. They will then raid the Press location. Rednecks are offended by publishing secret files from AM Radio or Cable TV. To make them aktually raid you, the public poinion on the offended Media must be below 30% (e.g. 25% do not like AM-Radio). The Problem is, that publishing the files will put the opinion far above 30%, so you have to wait a long time. Kidnapping a News Anchor or Radio Personality may offend them too, but only if you are charged with kidnapping.
