I'm going to assume that's a question. No, But there are several "Holy" Undercover Guilds that use Biomancy to cure sicknesses and wounds in the Name of the Emperor, And because of their good intentions, and the Fact that these "Miracles" Improve the reputation of the Emperor, And so they are overlooked. You know this because one of them healed your Distant Cousin when he was dying of the Plague.

There are also several Priests that openly use Destruction Magic to fight People that oppose the Emperor, Again, Stating that their powers are Emperor given. You know this because some of them attacked The Cultists when they tried to spread in Crushed Boulders.

You would know more if you had taken the Emperor Lore choice at the start.
