Depending on your embark conditions, just having a statue garden (or some other meeting area) on the surface should be enough to cure the cave adaption. Once the adaption is gone, rainfall cleans up the vomit on the surface. If you don't have rain, then building a construction or a road as suggested above will get rid of the mess.

Vomit is everywhere because sun afflicts cave adapted dwarves more than previously. Fortunately cleaning seems to be very high priority now. When I have a dwarf with only two labours enabled: wood cutting and cleaning, and I designate some trees to cut with highest priority, then the dwarf most likely will start cleaning vomit. I need to disable cleaning to get these trees down. No wonder the elves are laughing in my face. External vomit is cleaned by rain rather efficiently, though I like it as a kind of diary. Gobbo blood, kea bone, troll vomit... Adds to the charm of my fortress. No need to remove it.
