Items in bins not being used

So, my Dwarves won't melt down the goblinite they put in the bins. I also later found out that any blocks stored in bins can't be used for Constructions.

Any way to deal with this?

I haven't played in a while, but have you tried putting them in a stockpile that uses bins, and creating another stockpile that doesn't use bins and takes items from the first one?

It's one of the most annoying in the long standing (as it's been going for many years) bugs in fortress mode still not fixed, the best way to avoid it in your game is to never allow any bins on the stockpiles, set those stockpiles setting regarding bins to 0, so the dwarves will empty all of those bins and stockpile only the individual items (takes a lot more place unfortunately but only way to avoid that nasty bug, but you can then try to use the quantum stockpile exploit : http://dwarffortresswiki.org/index.php/DF2014:Exploit#Quantum_stockpiles )

Best way to deal with bins is once you have emptied them -> atom smash those bugged abominations

The only thing bins are good for is faster hauling to the trade depot.

Bins work fine for construction, as long as you don't unpause until all your building plans are laid out. When you unpause, the items required for the jobs are all tasked, and any container they're in become unavailable for other jobs. I always keep max bin/barrel to about half of the stockpile tiles.

This doesn't help for seeds; with no mix, they become consolidated into fewer bags, so only the planter who gets the bag first can do any jobs. With mix, you can have seeds scattered with any other seeds, and if you want to plant two crops in the same season that are in the same bags, the planting jobs clash over the bags holding their seeds.

I have never experienced this problem.  The only time I've had blocks not be available for construction is because right after they are made they get tasked for hauling to the block stockpile (for storage into the bins there).  As soon as the hauling job is finished, and the blocks are in the bins, they are immediately available for use.

the only thing i use bins for, is leather, and crafts. Everything else gets QSPed, or left in the workshop. Minecart quantum stocks are your friend.

I've found a middle ground with bins; my big stockpiles (I.e. bars) will have a few allocated, but so so much that everything is in bins. This way there is easy access to stuff, but some space is saved as well. Blocks i tend to have several small 0-bin stockpiles near construction sites linked to a bin stockpile. For crafts I use bins, but try to separate melt-stuff from sell-stuff. Armor gets played out without bins, as do weapons and gems.
