Considering how melee dwarves usually chase land prey all over the map, the network will have to be quite dense aside from covering the whole embark.

It would make for some terrific hilarious goosehunts though.  Who wants to try it? :P

Chasing birds within a network of stairs should work decently for marksdwarves, but very poorly for melee. The mobility advantage of the birds is still obvious.

ALSO: expect dwarves dodging into empty space all the damn time and your military dwarves falling more than Wile E. Coyote.

Except they are not immune to falls, unlike him.

It's above an ocean though, and DF doesn't model water's properties besides "it's normally soft", so if you give them both some swimmer training and some climbing training, you should have an acceptably minimized fatality rate.
