Actually, having constructed a few cloaks in my time (I'm a reenactor) the asymmetrical ones tend to be asymmetrical because you want to use your right hand, and so there is less cloak on that side, so that you can wield a weapon. What I'm trying to say is: It's a cloak you wear into battle.

Or it's possibly a greatkilt.
