Blue 4s?

Alright, so my idiot miner somehow got himself and a friend sealed in some location, and when I try to have him dig his way out, instead of the usual yellow mining designation, I've got a bunch of blue 4s flashing at me. Despite having acess to a pick, he won't mine his way out to freedom. Anyone willing to shed some light on why, and how I can fix it?

You accidentally hit "m" and switched over to marker only. Hit "m" again while in the designation menu to switch it back.
